"Dear Andrij Halushka,

Thank-you for your enquiry. We hold the historic records of Parliament
(House of Commons and House of Lords), so we would only have this speech
if Churchill made it in Parliament. I have checked and he cannot have
made it in Parliament as Parliament was not sitting on 21 December 1959;
it sat on 17th December 1959 and then not again until 26th January 1960.

Churchill must therefore have made the speech outside Parliament,
perhaps at some other meeting or gathering. I would suggest you try
looking in the various published collections of his speeches, to see if
they include this one; we do not hold these but a large reference
library should be able to help you further. Or you could try contacting
the Churchill Archives Centre which holds Churchill's personal papers,
they may have other suggestions.

Yours sincerely,
Mari Takayanagi (Ms)
