Всеобщая мобилизация в 1939 Финляндии
Переписываюсь тут с одним финном по поводу объявления всеобщей мобилизации.

I don't think that it was published in the newspapers. I tried to find more info and found out that there were mobilization posters/leaflets which had been delivered to the local military precincts (or units responsible for the local mobilization) in advance and were kept in sealed envelopes but these
public notices were never used.
Вообщем, по его мнению, в газетах приказ о всеобщей не публиковался.
Зато заранее были заготовлены плакаты в запечатанных конвертах, которые, тем не менее, использованы не были.
